The New York State Teacher Certification Examination Program, or NYSTCE, administers several tests to certify candidates for teaching and education jobs in the state’s public schools. The program ensures that teachers and administrators have the appropriate skills and knowledge to work in New York schools.

What Is the NYSTCE School Building Leader Exam? 

The New York State Board of Education designed the NYSTCE School Building Leader Exam to qualify people who want to be educational leaders in the state’s public schools.

It consists of two parts:

  • Instructional Leadership for Student Success School Culture and Learning Environment to Promote Excellence and Equity
  • Developing Human Capital to Improve Teacher and Staff Effectiveness and Student Achievement Family and Community Engagement Operational Systems, Data Systems, and Legal Guidelines to Support Achievement of School Goals

The NYSTCE administers each part as a separate test. Part one tests a candidate’s instructional leadership, while part two tests a candidate’s management of human capital.

The NYSTCE is currently redeveloping the School Building Leader exam and will roll out a new version in the fall of 2020.

What Topics Are Covered in the School Building Leader Exam?

Part one consists of 41 multiple-choice questions and three performance tasks. It will ask you to read a school-based scenario and analyze the following:

  • Student performance data
  • Formative assessment data
  • Student and teacher survey results
  • Teacher evaluation and observation data

Part one also tests a candidate’s performance in dealing with a school’s culture or learning environment or an equity issue and devising a strategy to deal with them.

Part two consists of 26 multiple-choice questions and three performance tasks.

It will ask you to evaluate a teacher’s video-recorded classroom performance under the state’s rubric for annual performance reviews. The section also tests the candidate’s skill at managing teachers, engaging with families and the community, and addressing important issues.

How Is the School Building Leader Exam Scored?

A candidate must meet or exceed the performance standard for each part of the exam. For part one, the multiple-choice questions count for 40 percent of the total score; the performance tasks count for 60 percent. For part two, multiple-choice questions count for 25 percent of the total score; the performance tasks count for 75 percent.

The passing score for both parts is 520.

How Long Does the School Building Leader Exam Take?

Total testing time amounts to eight hours. That’s four hours for part one and four hours for part two. There is also a 40-minute lunch break between the two parts. You should allot eight hours and 40 minutes for the entire process.

Can You Bring Anything to the School Building Leader Exam?

The short answer is no.

The NYSTCE specifically prohibits candidates from bringing the following:

  • Cell phones
  • Electronic communication devices
  • Visual or audio recording or listening devices
  • Anything with an on/off switch

In addition, candidates may not bring notes, scratch paper, calculators or any other unauthorized aid.

How Much Does the School Building Leader Exam Cost?

The total cost for taking the School Building Leader Exam is $427. Part one costs $214, and part two costs $213.

When Can I Take the School Building Leader Exam?

Candidates must sign up for an appointment to take the School Building Leader Exam during the various testing windows throughout the year. There are two or three windows of about two weeks’ length during a typical year. Consult the NYSTCE website for more detailed calendar information.

Who Offers the School Building Leader Exam?

Pearson administers the NYSTCE testing program for the New York State Education Department.
